Rome Police and NYS Tax and Finance Investigators make arrest for narcotics possession and untaxed cigarettes

For the past several months, the Rome Police Departments Special investigations Unit and the New York State, Department of Tax and Finance – Criminal Investigations Division have been conducting a joint investigation in to the illegal possession, sales and transportation of unstamped (untaxed) cigarettes.



On Friday, September 7, 2018 at about8:39 AM, Investigators with the Criminal Investigations Division of the New York State Department of Tax and finance confronted a suspect on Abbott Ave. in the rear of 711 Kent St. in the City of Rome. A quantity of unstamped cigarettes was observed. Detectives assigned to the Rome Police Departments Special investigative Unit were contacted and they responded to assist with the arrest and investigation.



Joseph R. Butler III, dob 04/19/1991 was discovered to be in possession of a large quantity of unstamped cigarettes, cocaine and a significant amount of United States currency. A digital scale, quantity of marijuana and packaging materials were also seized.



He has been arrested and charged with Criminal Possession of a Controlled Substance in the 3rd degree, a Class-B Felony as well as possession of 92 cartons of unstamped cigarettes in violation of Article 37 of the New York State Tax Law, a Class E- Felony. Additional charges will be considered by an Oneida County Grand Jury. Butler was held by police pending arraignment in Rome City Court.
